So, can I use waterfall there to go up if I have that move on my pokemon? Where exactly should I stand (character can go "under aterfall") and how much hapiness is required? Do I just interact with waterfall or need to click move the same as with flash?

Hello there! @13gh0st13 It is not possible to scale the waterfall on Route 208. To use Waterfall in the overworld, simply teach it to a Pokemon in the party and then use Surf or a Surf Mount. You will then be able to Surf up a waterfall. There are no happiness requirements and you don't have to manually click the move either.
