Why must Sleep Powder be the only move that can help get past the guard? Drowzee can be obtained in Route 34 and has Hypnosis and would be so much easier.

Because hypnosis severely damages people brains. We could just use a fire move but would it feel human to burn guards alive for doing their job?

Hypnosis, Spore, Sleep Powder, Stun Powder, all of these should be able to be used, I personally hated Johto because of that quest.
