I'm paying for membership which should at least make the spawn rates "normal" , i can run in circles for 8 hours and not find the one mon that is supposed to spawn in that area, on top of no breeding getting the mon you want is a nightmare, now factor in getting the nature and decent IV''s its actually boring going in circles for hours on end. i was looking for an elekid for 3 hours straight and didn't even see one.

Hello @Snow94, I understand the feeling of frustration when the RNG goes against our wishes.
I can relate on how frustrating the grind for good pokemon may be sometimes.
Membership has nothing to do with the encounter rates, spawn rates are the same for everyone, except the membership exclusive spawns and the maps that have the membership exclusive spawns (since with membership, a player has more pokemon added into the RNG, which slightly lowers the spawnrate for other pokemon in that exact spot, but that change is almost impossible to feel).
RNG plays a big part in a pokemon game, especially in the MMO pokemon game, which sometimes makes it hard to target hunt a single pokemon, like in your case with the Elekid.
You might not get a single Elekid in 3 hours of hunting, but maybe in the next hour you get 5 of them. In the end, it all comes down to RNG.
Taking a break from hunting can be really helpful with the frustrating parts with "bad RNG". Also, most of us try to spend our "hunting time" while simultaneously doing something else like: watching a movie, youtube, listening to podcasts, maybe even playing another game! Be creative, there is countless things you can do while hunting pokemon in PRO.
If the grind for good IV's and Nature wasn't hard. everyone would have perfect pokemon and hunting would become pointless.
Also, breeding would ruin the aspect of MMO, cause every player could just breed until they get everything they want and the game wouldn't have many differences from a regular single-player.

Encounter rates are busted.   I did 1000-1200 encounters no Easter form.   But yet I see people getting  2-3 In 500 encounters.   
 

im a firm believer some accounts have better RNG than others.   As you see certain repeat names on the form encounters.   I know of at least 2-3 names I’ve seen get 4+ forms each while I’m at zero while I’m farming.

Unfortunately, that is how RNG works, but everything equals out in the end.

I'll give you an example, User A can get 2 shiny pokemon in 1 day, while User B hunts for 2 weeks and still don't get a shiny.
User A has encountered 5.000 pokemon and got 2 shinies and User B encountered 12.000 pokemon and got no shinies.
Lets say that both players play this game for an absurd amount of time, and both players get to 820.000 encounters, both the User A and User B will have approx. 100 shinies caught, give or take few. When you look at the bigger numbers, you see that almost all results become more or less the same.
There isn't such thing as "account luck", all accounts have the same rates, of course the RNG is different for everyone, it is self-explanatory (**Random** Number Generator).
Most of the players in short-term hunts experience what we call an "average RNG" which is just an average on the probability chart, but there has to be some extreme cases when you look into anything that is recorded with only a fraction of the data needed for the "average" results. Extreme cases start to fade away when you collect more and more data. Someone can get really "lucky" in 1 game event, but that person can get nothing good in the next event, in the end, everything evens out.
