Hello there @Ardasar37 Here is everything you need to know about Cottonee and where it can be caught here in PRO. None of Cottonee's spawns are Membership only in fact, so you are able to farm anywhere you like without an active MS.

In Petalburg Woods, Cottonee is Rare tier and Slakoth is Uncommon tier. Rare tier Pokemon can sometimes be elusive and take quite some time to encounter. Sometimes a player could encounter back to back Rare tier Pokemon, sometimes it could take hours to find the Pokemon you are looking for. I know how frustrating it can be, the feeling that RNG is not on your side but try not to let this discourage you. I'm sure if you stick to hunting, you will find what you desire soon.

 

I hope your hunt doesn't last too much longer and you are able to get your Cottonee.
