Unable to Progress in Hoenn Teleport System Quest (Possibly Bugged Progression) Help pls.

I'm currently experiencing an issue with the Hoenn Teleport System Quest (similar to the Train System in Kanto/Johto). I came back to the game after almost a 5-year break, and I suspect that I may have started the quest a long time ago but never finished it. Now that I’m back and trying to complete it step by step, I’m facing what seems to be a bugged progression.
 

I followed the online guides carefully, but for example — the part where “you enter New Mauville and find Wattson and the Magma/Aqua leader” — nothing like that happened. There were only Magnemites in the room. I spoke to them, they disappeared, but no Magma/Aqua trainers showed up at all.
 

Later on, I managed to reach the electrical barrier and the box where you’re supposed to disable it, but it also didn’t work for me. I tried relogging, re-entering the area, and going through other steps(wasted a lot of repels), but I’m still stuck.
 

I'm attaching screenshots to this post to help explain the issue better.
 

I’d really appreciate any help or reset/fix that would allow me to finish this quest, as unlocking the teleport system would greatly improve my gameplay. Walking around all of Hoenn is not ideal

I apologize for the issues you are facing with the Hoenn Teleport quest.

 

The issue occurs due to faulty variables after the quest was changed and we are very much aware of this in particular, however, a fix is still in order and hence I'd urge you to wait to finish this quest for now.

I will be updating you and all the others as soon as I hear that it is fixed since it is seemingly definitely bugged for you.

You should now be able to see Grunts in New Mauville now if you re-enter that place from Route 110.

Everything it's allright right now, already made that quest and finally I can tp between Hoenn cities! Thanks @Fusionflair for help! Best wishes to You!
