Hello there @Kaijingiang The requirements for the Legendary Titans quest changed recently. You now require all non-legendary caught data for Hoenn and Hoenn Champion. It appears you are still missing several Pokemon's caught data from Hoenn. Once you have completed the Hoenn Pokedex, you will be able to continue with this quest.
