I need to talk to Rowan for the cresselia quest, but he wont start me on the quest, what can i do?

You need to complete all Sinnoh pokedex caught data to starting Cresselia and Heatran quests.

Hello there @Sussy The requirements for this quest changed in a recent update. As @Dev91 correctly stated, you now require all non-legendary caught data for Sinnoh and Sinnoh Champion to start the Cresselia quest
