I've searched for ~2 hours using the good rod in the safari entrance and safari zone 2 and haven't been able to find dratini. Just wondering, can dratini be caught using the good rod or do you need a super rod to catch it before wasting more time.

U need a super rod to catch dratini in safari zone.

Second possibility is to get membership and surf in member area in safari zone.

Super rod for dratini only, which even need to spend more than 4-5 hours (depend on luck). I will recommend you try to get dratini at dragon den (johto) rather than waste time in safari. Hope it can help you.
