Can you please take a screenshot of what the Old Man is saying? Did you talk to the Old Woman next to the old man as well? If not, please do so and attempt to enter the hideout. Do you have the red orb in your inventory? Are you able to access the Team Aqua Hideout in Lilycove City? Lets figure this out!
