Officer Jenny not appearing for Squirtle quest

Hi, I’ve completed the SS Anne quest (the ship left) and defeated Lt. Surge. But Officer Jenny is not appearing in front of the Pokémon Center in Vermilion City, so I can’t start the Squirtle quest.
I checked the Jenny near the PokéMart, but she only says “Good day, Trainer”.
Please help check my quest state. Thank you

It sounds like you are referring to the mini quest in the original Gameboy Yellow version of Pokemon. In that game, you started with Pikachu, and as you progressed through the story, you could obtain the 3 main starters. Like you mention, Officer Jenny would reward the player with a Squirtle after defeating Lt. Surge. However, this feature is not in PRO.

 

In PRO, obtaining the 3 Kanto starters is different from the original games - you are not limited to just one each. They are available to hunt in select spots in Kanto. For Squirtle, you can surf in Vermilion Harbor to encounter it (requires HM03 Surf, obtained in the Kanto Safari Zone later in the story). There is also a chance of encountering it (along with Bulbasaur and Charmander) by headbutting the trees in Pallet Town.
