I'm sorry to hear you're having difficulty accessing Trainers Valley.

 

As per the PRO Wiki, there are 3 prerequisites required to access this location

  • Having fought Red at the summit of Mt. Silver
  • Having 120 caught Kanto Pokemon in your Pokedex
  • Having 38 evolved data in your Pokedex

It sounds like you have fulfilled the 1st and 3rd requirements, but possibly haven't fulfilled the 2nd requirement. You can talk with Professor Oak to see how many Kanto Pokemon you've caught. Can you please check for me and see if you've met that requirement?

 

As for enjoying Gen 3, you can start your Hoenn story by traveling to the Indigo Plateau. When you're ready, talk to the NPC between the 2 buildings, appropriately named Hoenn Traveler.
