Creation of the RU (rare used) tier in the pro metagame

I was recently playing RU on the Smogon Nat Dex, and the list of available Pokémon looks a lot like the Pro list. Well, it's easier to do than UU, and we have enough Pokémon for that, because we wouldn't create a list of available Pokémon for the RU tier, or even create a list of excluded Pokémon, since they would all be practically viable. This seems like a lot of fun to play, creating interest in parallel tournaments, players who will hunt unlikely Pokémon, and increasing the market value of them, and even Legendaries like Uxie, Azelf, Cobalion. And... every now and then, who knows, maybe change the 1x meta ladder per year to this meta, for example. To do this easily, I thought about just adding RUBL to all the Pokémon that are too strong for RU.

Regardless of the usualness, it seems like something easy to do, maybe it's fun (I particularly like ranking Pokémon) for PVP coordinators, and it might even become useful one day and make some impact on the community.image.png.2dabf09bed5e298e4a915b411874c41a.png
