The Wiki states users with active memberships can utilize this daily twice. The wiki is incorrect, but I wanted to double check!

I also suggest these item rewards be obtainable via PvP Coins. They are increadible items and its a shame they are so limited.

I apologize for the misinformation. 

The correct system for the Celadon Daily is once every 24 hours, you can collect the Pokémon that the man assigns you. It must be freshly caught, after the Pokémon has been assigned and you have until daily reset to capture and submit the Pokémon. 

 

As for the prize items, you can feel free to create suggestion thread on the appropriate forum channel.
