Hi, I'm trying to fight Lance in my clone account to unlock Cerulean Cave, using a baton pass team. But it seems that speed isn't getting passed at all, because at +6 Speed my Gyarados is still slower than every single member of Lance's team (Altaria, Hydreigon, Salamance, Flygon, couldn't get to Garchomp).

Attack seems to not be passed as well, though I'm not sure about this, I couldn't one shot Hydreigon with 1 Avalanche.

I encountered the same problem with Prof. Birch in hard mode where my Gyarados couldn't outspeed his Swellow even at +6 Speed, Lance (Dragon Shrine), Neroli, Prof. Oak. 

Attack and Speed seem to be passed just fine in most other bosses I fight.

 

Is this a feature or is there something wrong. I'd really like to know what's going on.

I Suggest a Safe and fast win using a cloyster with ability skill link with focus sash.

Move 1: shell smash  x 1

Move 2: sweep entire team with icicle spear

I think my problem is just that I don't understand why speed didn't pass properly, as it could make/ made me lose other boss fights.

If this is intended then I'll have to change my boss team.

If you wonder why you didnt outspeed is because Avalanche is lowest priority, it will always attack in last. Baton pass work fine with speed.

As stated by @Mysticwind the move avalanche has a -4 priority. Meaning it will go last to even a normal speed Pokémon.
