Asked @Adiuvo in game, says they weren't aware of any issues, and if this is a battle system bug or general, and told me either works so here it goes.

Ev Training in Cerulean Cave on my Nightkin account with a party of Magnemite not too long ago, upon leveling up and evolving i get the prompt outside of battle as normal, I accept it and it evolves and then i don't get a prompt for the next one when it was clearly over leveled, This happened with this party twice and I thought it was acting a bit strange.

Now just a few moments ago, same alt Route 24 EV training, I got the prompt for one Magickarp lvling to 27, evolves no issues but the karp under hit hitting 26 at the same time failed to get a prompt after to evolve as well. So it's now happened 3 times in the past few hours on my account Nightkin.

Thanks again for bringing this to our attention. I forwarded this information to our Testers last night, who have not yet encountered this issue. The initial suspicion falls on a potential client issue. They are recommending you close and reopen the client, and if the evolution error continues to persist, to then delete and redownload a new install of the client. 

 

Please let me know if the problem continues after trying these possible remedies.

I will do but not quite planning on lvling anything that needs evolution for for a bit now. I do keep clients running for a while so quite possible issue.
