Hello there @Geeansalvatoree Smeargle is a unique Pokemon, mainly thanks to it exclusive move; Sketch. Every 10 levels, from Level 1 to Level 11 to Level 21 and so on all the way up to Level 91, Smeargle will try to learn Sketch as long as it doesn't know the move already. When Sketch is used, it permanently copies the opponents last used move and once this happens, Smeargle will be able to relearn Sketch once again.

I hope this helps. If you have any other questions please let me know.
