I was doing the Hoenn teleportation quest, but after defeating this NPC, it won't move out of the way.

Hello there @Gabozd Your next step after beating the Grunt is make your way west, which was previously blocked by an electrical barrier. The Grunt you defeated has now disabled the electrical barrier to the west, enabling you to progress further into New Mauville.
