I'm unable to start the Heatran Quest even with all the requirements.

Im sorry to see you ran into this issue to start the quest. 

 

I suspect the issue lies with seen vs caught data. For the Heatran quest, you'll need all non-legendary caught data for Sinnoh. In the screenshot above, Professor Rowan is discussing your seen data for Sinnoh. Hence the confusion. 

 

On the bright side, I believe you're only missing Drapion for your non-legendary caught data in Sinnoh. I believe once you have the caught data for that, you should be able to proceed with the quest.
