i lvl up my pieco till lvl 99 and then i give him a rare candy for lvl 100,

but at this lvl up i dont get the choise to evolve him.

Sadly there is no way for you to evolve your Pokemon at level 100. In the future you should evolve your Pokemon at level 98 to avoid crashes and rollbacks.

If I were you I'd put it in your box and wait until an item is added to reduce a Pokemons level. (No guarantee that this will happen it is only a rumor.)

You are not the first and you will not be the last to face this.

This bug can happen and there is nothing that can be done to fix it, so sorry, but you have to find a new Pineco. Staff always advise to make a pokemon evolve a couple of level before 100 in order to have a second or a third chance to evolve the pokemon again in case of bugs.
