Cannot Continue Celadon

I think my quest kinda stuck at Team Rocket Base.

I have key Card Key, but I cannot use the lift.

When I ask people, they said it will works. Any solution?

you have to look for the key, i think it was with a team rocket member, you have to use those stairs next to the elevator if i remember correctly :)

I eliminated all of those, but still no luck. I just got 1 key only "Card Key"

at least i replied, i thought he did beat greg which gives him a card also or smth coz greg appears first , so i thought it was the other key.
