wont let me cut down the small trees even tho i have the tree axe

I'm sorry you're unable to cut down this tree.

 

The issue is that you do not yet have your 2nd gym badge. Defeating the 2nd gym leader unlocks the ability to cut down these trees, either by using the move HM01 Cut or by the Tree Axe, which you have. Once you have that regions badge, you will be able to cut down those trees with the Tree Axe. As you may know, he nice thing about the Tree Axe is that when you have it, you don't need to have a Pokémon with the move "Cut" to remove these trees.

 

So while you are not yet able to use your Tree Axe, it shouldn't be too long before you will be able to.
