New Mauville/Teleportation Quest bug?

Hi! I'm trying to do the teleport quest right now, I fulfill all the requirements (Hoenn champ and talked to one of the guards). I talked to Wattson in the entrance long before i was champion while exploring so they weren't there when i got there now. The issue is, there are no Magma/Aqua members inside, no active electrical barriers, and I can't interact with the box that's supposed to have the remote control either. Lt. Surge is the only NPC in the whole area. I'm not sure if I'm missing something or did something wrong or if this is an actual bug but I didn't know where else to post this. Either way, I appreciate any help!

Sorry about the difficulty with the teleporter quest.

 

Have you tried to talk to Wattson in the Mauville City PokeCenter? I believe you need to first talk to him there before going to New Mauville. That usually triggers the spawns for the Magma and Aqua grunts.
