taking in count that all HM is usable out of battle, the HM 02 (FLY) should do something also.

 

i suggest to use it to fly at one place in each region.

for example:

if i use fly in kanto, i appear in front of my house or in front of prof oak lab.

if i use fly in johto, i appear in front of prof elm lab.

if i use fly in hoenn, i appear in front of prof birch lab.

...

 

or to put the HM 02 how a TM, because the TM not do nothing out of battle.
