get a high level pokemon that knows false swipe (like paras) make sure you rattata knows quick attack. Go to cerulian cave, false swipe down pokemon, die, kill it with lvl 11 rattata w/ quick attack boom your lvl 40 or somerthing. repeat.

Get a Rattata in Expert Bel room at Mt Silver (level ~50) Superfang+Asurance (or Thunderbolt), kill Golbats.

(Cerulean Cave is faster but maybe you cannot access yet)

There's various places, dependent on the level of Rattata.

 

I advise to train at Cerulean Cave, in case you unlocked it, if it's 50+. Dragons Den will work just as good.

Victory Road or Seafoam Island if it's below level 50.
