What have you done before the problem was there?

I delivered the devon goods to Mr stones friend in slateport in the museum, I beat jackson, everyone disapeared. I talked to the npcs in the houses in slateport, still cant progress.

 

What have you already tried to solve the problem?

I have asked for help and what to do on Discord and they tried to help but nothing. On the irc chat no one even answered.

 

I've asked people in game that can go past the Poochyena and Numel and they told me to do this and that and Ive already done all that but still cant go past them.
