Six pieces of special rocks? I was able to immediately buy the excavation pass for 100k after E4 Hoenn.

i talked to the man in route 114,he said he will give me permit,then i go to the sites,and they dont let me in cuz i dont have permit -.-

Have the same Problem. I talk to the Elder and want to Enter Route 115 but he dont let me in.

 

 

 

 

 

 

I was able to buy the permit immediately after beating E4 and enter the sites without finding the 6 rocks. But I had to look for the 6 rocks on my main acc.

How do people already have 5k discoveries? i'm barely at 200

I finished Hoenn E4 and was able to pay 100,000 right away. I didn't even need to find the special rocks.
