What have you done before the problem was there?

It happened when Shane found the Stuck bug

 

What have you already tried to solve the problem?

Repeat all steps in the quest, go to 5 different Teleport areas in Pokecenter

 

Description and Message

I finished the Teleport quest in the Power Plant in Hoenn, as I finished talking to Wattson he didn't gave me the CD and he tells to go fix 5 different Pcs.

When I go to the Pokecenters and interact with the Pcs I cannot upgrade it because Wattson didn't gave me the CD.

 

It is like Wattson acts like he gave me the CD to upgrade the PC's but he didn't.
