In order to proceed I imagine you need to complete the Mt.Pyre quest. Pretty much Im in a constant loop of text ive already read before and I cant proceed. When I talk to Archie/Maxie they say. "We have to remain here, and listen to the elders."

hey, you should head to jagged pass, there is this "rockslide" you can go trough it now, and enter the team magmas base and see groudon there (not fight)

Not a bug. Player had to go to Jagged Pass as hinted by the dialogue at Mt Pyre and the guard (in one of the screenshots).

 

Should be solved now. :)
