Almost finished the quest regularly

I can't do nothing.

 

Description and Message

At the end of the teleport quest, after I've defeated Wally, he gets me back to Wattson gym and he speaks to me as I had just defeated him after a battle... SO I can't finish the teleport quest... also, the electric barrier is on and I can't even leave the gym!

 

PS: I've already defeated E4.

I've resolved with an escape rope, and the teleport seems to work fine.

but I see you can only teleport within Hoenn... how can I get back to Johto or Kanto?
