Axew learns false swipe by leveling up. You can also buy TM from other players for a price of 5-8k i guess ;)

I think there was a boy in the Rustboro PokeMart who gives you one for free.

Lilycove City's big market also sells it think it's 3500 or 5000 :Grin:
