I went to hoenn. Got 3 badges now and cant use my old Rod. What is going on? When i click the Rod from the bag nothing happens. I dont see the countdown timer and neither the cloud above my head. Cant i use the old Rod from kanto in hoenn?

You need 5 badges before you can use any rods in Hoenn.

As Jolly has said you do need 5 badges to have access to the fishing rod.
