Confuse ray has never been a tm so it shouldn't be in PRO as one. Also I think the reason they put swagger in as a tutor instead of a tm is because literally every Pokemon except Unown, Wobbuffet, Wynaut, Kricketot, Burmy, Tynamo, and Spewpa can learn it. I feel like it would be a little broken. At least with tutor only the first 3 gens can learn it. Also you can't really make the "always see the same pokes on pvp" excuse here because we'll just see the same Pokemon just with swagger since everyone gets it.

What about Klefki ? he is nothing without swagger mate.

As Trollz said, Confuse ray was never a TM, so theres no reason it should be turned into, because it would simply be BROKEN.

And as for swagger, having a tutor is fine, I dont see the reason for the TM to be made, since it would become overused.

Klefki is still a really strong barrier pokemon without swagger, I doubt theyre going to make a TM just for one pokemon if its going to break the rest of the meta, sorry.

What I listed is all coded. I'm not gonna say anymore as this is just an opinion on the matter but Klefki is still a great Pokemon whether it has swagger or not.

Ah, I believe all Klefki's moves are coded, for a list of abilities and moves not working refer to here!

Personally, I really hate it when people keep abusing prankster confusion.

If u love gamble that much.. go play Russian roullete.

Swagger is banned for that reason too much luck element a.k.a hax in 1 move, it's like forcing your opponent playing RR w. you. No I prefer to lose to skillful players rather than luckier player.
