Also I think the reason they put swagger in as a tutor instead of a tm is because literally every Pokemon except Unown, Wobbuffet, Wynaut, Kricketot, Burmy, Tynamo, and Spewpa can learn it. I feel like it would be a little broken. At least with tutor only the first 3 gens can learn it. Also you can't really make the "always see the same pokes on pvp" excuse here because we'll just see the same Pokemon just with swagger since everyone gets it. What I listed is all coded. I'm not gonna say anymore as this is just an opinion on the matter but Klefki is still a great Pokemon whether it has swagger or not. Swagger is banned for that reason too much luck element a.k.a hax in 1 move, it's like forcing your opponent playing RR w. you. No I prefer to lose to skillful players rather than luckier player.
