first i would like to say your title is a little "incomplete" to say the least, we cant tell your issue when we see "." also you dont need to Bump your own post 1min after you made it.

 

so now lets get onto the issue, your asking that, Your neighbours play PRO but are on different wifi? and you want to know if they will have their accounts locked, then no, each person is allowed up to 4 accounts each

2 emails per person

this is PER PERSON and not PER IP but if one person on the IP address does something rule breaking in which results in an IP Ban then everyone will be banned

You are allowed to have 2 accounts per e-mail and 4 accounts per IP. Aside from those headlines, you are free to do anything you want. Whatever happens after that with your account or IP is your responsibility.
