why dont put the fossil activation of fossil claw and fossil root in the region hoenn because they are primary of this region??

They are already in Hoenn. You can revive Root/Claw Fossils at Devon Corporation, at Rustboro City.

mm and what happened with the lab in alpha ruins? it doesnt revives any fossils??

Ruins of Alph will revive Kanto fossils and, once you have revived all Kanto fossils, Hoenn fossils as well.
