Nightjay Posted July 8, 2016 Share Posted July 8, 2016 Hi, you need to go up to Route 25 and into Bill's house first. Look for his research book (located under his pillow on the bed). He will give you an S.S. Anne ticket as thanks. You can then go back to the security guard NPC blocking your path out of Cerulean City, and he should let you through. Good luck!
