Have you tried getting another Fresh Water from the Goldenrod Mall rooftop again? In order to use Sleep Powder on Security Officer Eric, you need to bring him a Fresh Water and select the second dialogue option, "Here you go; take this Fresh Water." Then you should be able to select the Sleep Powder Pokemon in your party.
