Nightjay Posted July 9, 2016 Share Posted July 9, 2016 Before you can get the letter from Mr. Stone at Devon Corporation, you need to talk to the glasses-wearing NPC outside the Rustboro Gym. After you talk to him, you can go to the third floor of Devon Corporation and receive the letter from Mr. Stone. Then take the boat back to Dewford, go to Granite Cave, and talk to Steven again - he will accept the letter, and you will be able to challenge the second Hoenn gym. showing the steps of this quest, if you get stuck.
