What have you done before the problem was there?

I found all 5 PCs and installed the program , then i beat Wally , and then i got teleported to Watson . I thought i had to battle him so i went to POKECENTER to heal . Then when i came back , the electric wall was there and i couldnt deactivate it so i couldnt speak to Watson to finish the quest. I think this is a Glitch , help me please thanks in advance.
