Joey boss (6 ratata Lv120) requirement 1 ratata Lv80 with your OT.

After beat him, you can talk with Hoen Traveler (requirment Johto champion and beat Joey). After talk with him, you cannot come back Kanto before beat E4 Hoen, so be careful.
