Have other ways to get a up-grade without get a porygon with it?

You have a chance to get an Upgrade from completing the Task Master daily quest in Celadon City. Here's a guide on what you need to do for the quest. You'll need to show him the Pokemon he specifies with 140+ IVs in order to have a chance of getting the Upgrade item.

Added to the previous answer u have chance to get a Upgrade equipped in Porygon. And u can get a Porygon finding a "Silver Disc" in Dig's Spots

and bring this to the laboratory in Cinnabar (there is high probability that it has equipped).
