What have you done before the problem was there?

i was doing the team rocket hideout quest, i beat giovani but i forgot to pick up the silph scope before i left and now the stairs are blocked and i cant get back into the hideout to get it and without the scope i cant complete the tower quest so im stuck.

 

What have you already tried to solve the problem?

no much i can try.
