Just beat the first gym leader Brock with a Squirtle. The Squirtle started at level 15 when fighting Onix, and was level 17 after beating him. At level 16 Squirtle was supposed to learn Bite, but I was not given the option of doing so. I'm not entirely sure if this is a problem with all Pokemon or just Squirtle though someone did mention that it also happened to their Pikachu so I'm assuming it affects all Pokemon.

It not a bug as it will only count level end after battle for learn the move. However, you can relearn it at cerulean or safforn city (2k cost). Sorry for your inconvenience...

Well that behaviour is indeed a bug, low priority?, okay, but a bug in the end

 

EDIT:

I just leveled a Snubbull from 12 to 14 and it did ask me if i wanted to learn the level 13 move Lick. Couldn't replicate the bug.

I agree. This mechanic, whether declared as a bug or not, needs to be addressed. It severely affects gameplay.
