Can you clarify what you mean by "holding evolution"? Withholding evolution until a later level won't permanently affect the stats of a pre-evolved Pokemon - it'll have the same stat points at level 100 if it'd been evolved at 36 versus if it'd been evolved at 99.

If i decide to evolve my charmander to charmeleon at level 98 and then to charizard at 99 instead of going the normal route to evolve at 22 and 36 will he be with inferior status?

No. You can evolve at any time and the result will be the same.
