Guys please help me. I really want to have my Budew to evolve to Roselia. I did follow the instruction and got her at 255 maximum happiness. However, nothing happened when she turned level 31 during daytime. Please help.

the only thing i can think of is that maybe its like 2 points away from max but just looks maxed. Level up a few more times.
