Basically I had a full party when he was supposed to give me the eevee, and it didnt go to my pc or my active pokemon slots and i didnt get a pokedex entry for it and all he says when i talk to him is "where is the eevee i gave you???" and I can't progress any further without the eevee so help would be nice

Hi there, it is not bug, you need find eevee by yourself in the machine around in rocket base. Check the guide for location https://pokemonrevolution.net/forum/viewtopic.php?f=119&t=23990

The evee is in the Rocket hideout you have to beat guards and meet some doctors. You will get the key ,password,as you progress further when mission is completed the officer will give that evee for you.
