It's the PokeFlute you get from mr Fuji (after you helped him). Despite that little mistake you're right. After dark tunnel you go from lavander to Celadon City and do the rocket HQ quest (where you also will earn eevee and silph scope as reward) and defeat the 4th gym leader. After that you go back to lavander and find Fuji in the Pokemon Tower you get PokeFlute.
