I dont know if this count as bug. As i learn from other player that my pikachu can learn surf if he is my starter, and after getting the surf in safari my pikachu cant learn the HM surf , are there any other requirement for my pikachu to learn surf ? For my badge i have 5 right now.

you have to talk to the npc (victor)down near the beach of the fifth gym he will teach you pikachu surf for poke-money

Pikachu learn suft by NPC Victor not by using HM, and it will cost you a fee and cooldown for teach again around 2 weeks.
