So i just beat the 7th gym leader Blaine and i have not been met by Bill straight after like all the forums say and i go to his cottage and he keeps telling me "Have you enjoyed the cruise yet?" and I've already finished the SS Anne quest. so basically I am unable to continue to battle Giovanni because Bill will not take me to the islands to find him please help

he is also not in the pokemon center either

Hi, what you're describing is the plot of Pokemon FireRed / LeafGreen. However, PRO does not follow the exact same plot as the handheld games. You are meant to go straight to Viridian Gym after defeating Blaine; you can fight Giovanni right away. To enter the Sevii Islands later, you'll need to have beaten the Kanto Elite 4, have active membership, and speak to the Sevii Transport NPC at Vermilion.
