Both do the same. It just make convenience for players only.

There are always 2 Move Relearner in every region.

Just like what windypuff said. It's more convenient for most players especially those in a rush, lazy, or when the players are at the same place where the relearner is when they need it immediately.

thats ok, but saffron and cerulean are near, but its ok.

New players don't get access to saffron city for awhile, its a good idea to have him in both cities as such.
